Coolant temperature below thermostat regulating temperature
The engine did not reach the temperature the ECM expected within the time it expected. Usually a thermostat stuck open, one of the few codes where the common cause really is the usual suspect.
Coolant temperature fails to reach the calibrated threshold after enough run time and airflow to have gotten there.
